WR3A e-Certification   - This is a trial Recycling Matching Service to place generators and recyclers in contact with recyclers or refurbishers who are capable of handling all of the material they plan to generate.   This program will generate a longer list of recyclers for working 3-year-old computers than for truckloads of residential TVs collected from curbside programs.   For more about this program, visit our e_Certification or PressRoom.

2005 Members:  In our first year, WR3A focused on attracting members who promise to eliminate "Toxics Along for the Ride", to allow for load inspections, and to let WR3A representatives participate in dispute resolutions.   WR3A does not "certify" companies, we can only offer to broker agreed upon Fair Trade standards, and to certify specific loads shipped.   For a load to be exported through WR3A, both the sender and the receiver must agree not to trans-ship waste, only commodities, and must agree what those commodities are in advance, and must agree to inspections and dispute resolutions.  The benefit is that Repair, Reuse and Recycling facilities overseas do not WANT waste, and are willing to pay WR3A members more for cleaner loads.

For USA processors, WR3A does have some additional requirements... Members agree to participate in the CRT Glass Test (at least show where the BAD CRTs are being recycled).   Results of the CRT Glass Test have already been successfully implemented by Massachusetts DEP and by Basel Action Network.  WR3A is currently RECRUITING USA Members who already have a government contract (Dept. of Defense, EPA, State DEP, Surplus Property Office) because (unlike voluntary pledges) the contracts carry FORCE OF LAW enforcement.  A WR3A member who violates a state contract may answer to the Attorney General, not just public opinion.

generators:  These generators agreed to recycle exclusively with companies agreeing to meet WR3A minimum standards for exports and to provide CRT Glass Test market results.

export markets:  These companies have given purchase orders to WR3A for over 2M computer monitors per year.  If WR3A actually meets this demand, we will expect these companies to use companies meeting WR3A standards.
